No. Microsoft ships M365 with most security controls off because enabling them on day one would break existing workflows for incoming tenants. MFA is not enforced by default, Conditional Access policies do not exist until you create them, and legacy authentication protocols that bypass MFA are often still active. A default M365 tenant is an easy target. The gap between what M365 can do and what it does out of the box is where most account compromises start.

No. Microsoft provides retention aids. The recycle bin, version history, litigation hold, but these are not backup tools and they were not designed for disaster recovery. If a user permanently deletes a mailbox or ransomware encrypts a SharePoint library, Microsoft's built-in retention gives you a short and fixed recovery window. Every M365 tenant we manage gets a third-party backup solution covering Exchange, SharePoint and OneDrive.

The DNS MX record cutover (the moment new mail routes to M365) is scheduled in a low-traffic window and takes under five minutes. Users typically notice nothing. The source mailboxes stay available for a post-cutover period as a fallback before decommission.
